[VoiceOver] New Account Page Enhancements

This page is shown while creating a new WordPress.com account. The following issues are when you are using VoiceOver.

• “New Account” label does not have the heading attribute
• Display Name
  • It's not obvious that it can be edited
  • After changing the Display Name, the cell could be selected again instead of the header.
  • The text field is also accessible but confusing. It should probably have the “Display Name” label with the value, the accessibilityValue of the text field. And the cell label should not be accessible.
• User Name -- please refer to Signup: VoiceOver: username edit page could have a description about how it works #12118.
• The password field has the same issues as the Display Name
