Может сделать метод, который объеденит в себе вот эти строки:
$dispatcher = Yii::app()->eventDispatcher;

/** @var SomeEvent $event */
$event = $dispatcher->createEvent(SomeEvent::className(), $eventTestParams);
$dispatcher->fire($event);

Т.е. вызов будет вот такой:
Yii::app()->eventDispatcher->raiseEvent(SomeEvent::className(), $eventTestParams); //в одну строку
