RADOLAN backend imports GDAL #648

While working on earthobservations/wetterdienst#1032 I've found that wradlib is currently importing GDAL to calculate RADOLAN coordinates.

For the simplest case (RADOLAN coords) this is not needed and we could just calculate the RADOLAN coords via the given formulas in the documentation (https://www.dwd.de/DE/leistungen/radolan/radolan_info/radolan_radvor_op_komposit_format_pdf.html) without the need of GDAL/projection.
