[Bug][UWP] GestureRecognizers does not follow the scroll position

Description

If you use a RefreshView with a ScrollView inside it, in that case the UI will react to scrolling after the first appearing, but after scrolling the hotspots will stay where they first appeared for GestureRecognizers

Steps to Reproduce

1. Download sample, and scroll

Expected Behavior

The gesturerecognizers should follow the scrolling
