[Bug] The Rotation animation was frozen on loading more data to ListView

Description

I have used the image in Xamarin forms and rotated it. The Rotation animation was frozen on loading more data to ListView

Steps to Reproduce

Issue sample link.zip

1. Deploy the above link sample
2. And see the Image rotation was stopped on loading the data

Expected Behavior

The image will rotate smoothly on loading the data

Actual Behavior

The image was frozen on loading the data
