I can go into windowed mode on either of my two screens. If I go full screen ("\") on my primary monitor it is normal, if I drag to my secondary monitor and "\" then it moves Kodi to my primary monitor.
Help I received at the link below led me to bypass this bug by launching with kodi --windowing=x11 and then changing the "monitor" to "wayland1" in the settings.

I tested this a week ago and had no issues moving and toggling full screen on both my monitors when running kodi-wayland. I noticed similar issues when running kodi-x11 on Wayland though.
I have the same problem.
The advice (kodi --windowing=x11) is working for me.
