Here is a clear and concise description of what the problem is:
I have multiple MPEG4/AVC 1080p/60 videos that, when played w/Kodi (20.2 but also going back at least as far as Kodi 18.2) tend to intermittently (and sometimes reproducibly) "glitch" for about 1 second, during which time the video just goes all wanky, with big splotches of green & yellow, but with some of what should be the actual correct image underneath. Video playback recovers to normal after about 1 second.
I have no idea what causes this but I have verified that it does seem to be Kodi-specific. I have isolated a 9 second segment of one such video that often/mostly can be played in order to (mostly) reliably reproduce the problem. I have verified that this isolated 9 second video plays with no issues whatsoever when using smplayer, vlc, and ffplay, all on the same platform (Intel, Ubuntu 20.04.6) where the video playback "glitches" are seen when playing the same file with Kodi 20.2.
The 9 second video/audio snippet (sample002.mp4, 2.71Mb) that I've been using to reproduce the problem is available upon request. Just tell me where to put it or where to send it.

An approximately 1 second video playback "glitch" as described above occurs at about 3 seconds into the 9 second video slip.
Possible Fix
I have no idea what is wrong so I have no idea how to fix it. I will say only that this does not presently appear to be an ffmpeg/ffplay issue, since ffplay on the same platform plays the same video snippet without any glitches.

Please put the file in a location accessible to the general public (dropbox, google driver, ...), most people won't hassle to ask you for the file. It also prevent other user to verify if their issue it the same as this.
