Describe the bug
Here is a clear and concise description of what the problem is:

As per the title, changes to Peak Brightness is has not effect with the majority of files, but works fine when the same file is played via an external HDMI source.

This effects both HDR (BT2020) and Non-HDR (BT709) files.

I can't seem to tie down why peak brightness changes work with some files, and not others. Here are some mediainfo reports:

As example for HDR (mediinfo details)

Peak Brightness WORKS:

Peak Brightness does NOT work:

Here's another of a Not working mediainfo report:

And here is a NON - HDR example:

Peak Brightness WORKS:

Non-HDR Peak brightness does NOT work

Expected Behavior

Here is a clear and concise description of what was expected to happen:

Changes to Peak Brightness effects the brightness the video playing.

Actual Behavior

In 9 out of 10 files, changing peak brightness does nothing.

Possible Fix

N/A

To Reproduce

Steps to reproduce the behavior:

  1. Play several HDR files from an external HDMI source and change peak brightness - note that all work
2.Play the same HDR files from Kodi Webos and note which ones changing peak brightness has no effect.

I've used HDR as an example as the changes in Peak Brightness are more pronounced.
