Multi-target the Base Api library AudioSwitcher.AudioApi to .NET Core in preparation for cross platform support.

With Winforms and WPF coming to .netcore v3 and thereafter a unifying v5 I see making AudioSwitcher compatible with .netcore to be of significant importance. It is an indispensable part of .net
