EZblocker Error (suspected not firewall related) .NET error

Running EZblocker starts with .NET error with this log

running after the error just says loading

ISSUE FOUND:
i have ez blocker running directly in my C drive apparently it screws up some permissions running it from my download folder OR my desktop works fine
