数据缺失，和国家统计局的数据对不上

直筒子市已特殊处理，已正常保持4级结构，不只是东莞，海南还有一大堆
省直辖县级市，已正常保持4级结构，这个就更多了：河南济源、湖北潜江、海南五指山、新疆昆玉。。。一大堆

太年轻了😂

说好的三级。结果一看东莞中山湿了

直筒子市没有区级，所以填充了一个同名的区级保证3级的一致性，也没有采用将乡镇这级往上提；省直辖县级市也是同样道理，参考这个issue：
