Unify "Show small icons in toolbar" and "Alt +/-" into GUI Scaling #1459

Maybe 15 years ago, monitor size was usually smaller, so "Small icons in toolbar" was provided.

"Alt +/-" only changes some GUI text's size (translate line and completion list), but not all.

I consider they are incomplete features. We should unify them into 2 sliders: GUI font scaling and toolbar/dictionary Bar size scaling.

So that

Icons size can also scale up instead of just scaling down (arbitrarily instead of fixed value)
Font size scaling also affects side panels. (Base font size for GUI elements)
