Why is the accuracy of the moderate car reported in the paper is 12.28, but in this repository reports 13.66 and 13.72？Are the tables in this repository describing the results on the val set?

yes. the size of kitti is relatively small, so the performance fluctuates to a certain extent on this dataset. we report the mean performance in our paper, and it is reasonable if you get a slightly higher (or lower) accuracy than the reported numbers.
