I've noticed, and corroborated with at least one other person, that if multiple VFX mods are imported that affect the same files, the earlier one will stop working until fully removed and reinstalled. Sometimes even this doesn't fix it, and the mod needs to be loaded into VFXEditor, exported under a different name and/or file type, and then imported back into Penumbra before it works again.
It doesn't seem to matter if the newer mod is ever used. I've even had it break mods in a collection the newer mod was never enabled in (probably? memory isn't clear on this. it might have been inherited from default at one point, but I don't think so). Uninstalling the newer mod won't fix the older one, either.
Update: It's now started happening with gear mods too.
