Railcraft Steel required for IC2?

All IC2 recipes require railcraft steel instead of refined iron
I do know if this is intentional but it is internally inconsistent example being an IC2 machine block requires 8 railcraft steel but breaking it back down gives 8 refined iron

I cannot reproduce this. Perhaps you are playing on a server that modified the pack?

I am pretty sure that the server I joined changed the crafting recipes but how does a server change what the crafting recipes are on a singleplayer world?
I made sure to check in singleplayer before making this question

IC2Classic has a "Use Steel instead of Refined Iron" Config. Someone must have enabled it.
