Which makes the Args GHA test (-> #18) fail...

-> #10... So, ship it, or require it?

OK, fortunately, even tho there's no wget or curl on Windows, there's still PowerShell which can be prodded to download stuff from the web!

So, added an "emergency BB download" step to the Windows frontend script...
