Sites may decide that a proxy server for Xcache use TLS for ingest. This is normally done by specifying xroots as the protocol. s some sites might not support TLS the client should optionally allow for a fallback to xroot protocol when the origin does not support TLS.

This has been implemented in 14d2001.
