Bugfix release 4.12.2

Dear XRootD community,

I'm planning to cut the first RC for 4.12.2 this week hence I'm creating this issue so we have a place where we can discuss the upcoming release.

The stable branch has been already updated:

Please note: starting with 4.12.2 the xrootd-voms package will be included in EPEL release.

Please note: commit a20fe39 (a20fe39) has been reverted in 4.12.2, as it has been disturbing for DPM community; to configure a redirector to NOT handle dirlist locally please set ofs.dirlist remote.
