Timeout Monitoring Count Misleading #354

The monitoring count for timeouts includes valid timeouts and unexpected timeouts that are likely errors. These should be reported separately in the summary monitoring.

This turned out to be a documentation error. Link timeouts are expected plus unexpected timeouts. The link stall count contains the unexpected timeout value. The documentation will be updated.
