In Forms, rename the "Copy Link" button to "Copy Submission Link" or "Copy Public Link"

Describe the bug
Note: Not really a bug, but a minor opportunity for improvement.

It is unclear what type of link the "Copy Link" button copies. Does it copy the link for form submitters (i.e., the public) to submit the form, or does it copy the link to edit the form itself? Renaming the button would make this uncertainty clear.

1. Visit the form edit page.
2. Look at the "Copy Link" button.
3. Be confused.
