Am i doing something wrong? 3 fps

I was getting 30 fps with 3.6 but it was crashing everytime so i decided to test 3.6-hr but it is getting 3-4 fps.
I tried HR viewer that reports this a lot:

Setup:
3DS LL with XL firmware (im little bit worried this is the cause but everything else works)
I have a router and wired connection. I tried with hotspot and 2.4 dongle it is not working with my dongle (dongle issue most probably.)

I'm not sure what's causing the issue you are describing, could you try lowering the QoS setting down to 5 and see if there's less dropped network packets that way? Frame rate will be low with that setting but single digit is just abnormal.
