Describe the bug

When you have a puppet that runs out of things to build it spams multiple notifications each turn.

Steps to Reproduce

Have a city puppet with nothing to build. If you have several, the notification spam increases.

Related: When in endgame, quickstarting a city and buying everything - for each buy you get a "Work has started" ... as long as auto choose construction setting is on.

So, some veto mechanism for that message might be good: While CityScreen is open, while in resistance...
Plus: message does not name city, and I suspect also not action it.

@Afganitia - you wouldn't have a save by chance that proves one puppet can somehow generate several of these notifications in one turn? Doubt but ready to believe, need to catch in debugger if true.

One of the problems is that I play modded games. I have seen this happen always regardless of the mods. This save game is the least modded, as it's G&k with a few mods. If you need pure vanilla g&k I can try to make one.
