Getting ActiveRecord::ConnectionNotEstablished with Rails 3.1 #25

When I run rake db:dump, I get the error:
rake aborted! ActiveRecord::ConnectionNotEstablished Tasks: TOP => db:dump => db:schema:dump

However, when I run rake db:data:dump I run into no problem.
Any ideas what's happening here?
