Describe the bug
Goal Gauge Settings Do Not Persist

To Reproduce
Steps to reproduce the behavior:

Go to Report Builder
Create a goal gauge report
Set the baseline and goal
Save report
Go to the directory view
Load saved report
See baseline and goal settings are not recalled

Expected behavior
baseline and goal settings persisted
