Repeated flow numbers cause exception in this case

This code cause an exception on requs demo site because of not valid XML:

UC2 where User(a user) registers repository:
    1. The system reads the page "validating repoName for uniqueness, etc.
        @todo #172 Maybe we need more detailed validation of repository name
        than just uniqueness check";
    1. The user updates the page "selecting the type of a repository with
        repoTypeSelector".

If compile this code locally in command line, then the problem is shown correctly in errors element (repeated flow numbers).

Expected: errors in compiled SRS instead of exception.
