i18n data for norway

[qiangxue]

The i18n data file for Norway (no) is currently only set up with default data (not translated). The content can be copied from nb or nb_no, as these are "bokmål", which is the default language in Norway.

This should be done by someone familiar with the Norway locale.

That's not translation issue but issue with how we're preparing i18n data and doing fallbacks.
