It seems that we can force ffmpeg to create empty video file without any streams. It happenede when a single file was extracted from maya and exclude handles was enabled. The theory is that ffmpeg created a movie file without any frames thus an empty container was created.

Add Skip handle frames tag in project_settings/global/publish/ExtractReview/profiles/0/outputs/h264/tags
