Linkedin Learning Video Subtitles Download Fail

I have the latest version for Youtube-dl running but still it doesn't work
Trying to download video and subtitle text (srt file) from linkedin learning.

issue has been around 6 month and not fix yet #21879

i'm using:

youtube-dl --cookies cookies.txt --write-sub --all-subs -o %(playlist_index)s-%(title)s.%(ext)s https://www.linkedin.com/learning/xxxxxx

or

any combination with write sub or all-subs all is not working
