[YSQL] Use lower and upper Dockey to generate file filters for Scanspec #16529

Description

File filters are only generated when range bounds are present.
When range bounds are not passed in, we will need to change scanspec to convert the lower and upper bound keys to range bounds.
This helps secondary index scans and colocated table FK checking.
