[YSQL] [Perf][Microbenchmark] Regression seen in scan query returning 1000 rows, between 2.19.1.0-b386 and 2.19.1.0-b388 #18626

Description

This is observed in nightly regression for microbencmark runs.
Regression in scanG4 workload , the latency for "scanG4_pkey_INclause_rangescan_increasing_rows_1000row" has increased about by 3x. The impact seems to be only on query returning 1000 rows, the other queries returning 1 / 10 / 100 rows don't have any impact.
The avg. latency for query returning 1000 rows was 5.67ms in 2.19.1.0-b386 and 17ms in 2.19.1.0-b388 (increased by 3x). Please check this comparison report.
