Description

The AutoFlag management logic is currently spread across various components including CatalogManager, auto_flags_orchestrator, AutoFlagsManager, MasterClusterServiceImpl, master and tabler_server.

Instead we should have a common AutoFlagsManagerBase class inherited by MasterAutoFlagsManager and TServerAutoFlagsManager.
All the code related to the master service, and config changes will be moved to MasterAutoFlagsManager.
