[DocDB] Allow LB to skip/jump past specific tables/tablets

Description

we often run into situations where LB is stuck on a tablet which is unable to move (due to not having a leader etc.). This causes a problem because LB goes through all tablets in a deterministic order.

To help unblock the customer, it may help if we can support blacklisting tablets/tables, so that the master will skip the tablet and move on with the rest of the LB work.
