Ignore the handling of pg catalog vs docdb catalog version for walsender

In the walsender, we set the yb_read_time to read the catalog at a point in time. This is required to get the schema of a table at the time of a transaction getting streamed via logical replication.

Due to the above logic, the pg catalog version is almost always going to mismatch with the docdb catalog version. This leads to any walsender error returning the below error message which is confusing.
