The master leader plays an important role in the cluster.
For instance, it has information about tablet leaders, and a master leader is required to refresh meta cache with information about new tablet leaders.
So when some tablet server cannot contact the master leader it will not be able to proceed with requests even it could connect to other nodes.
To address this issue we could forward requests from master followers to leader.
So when the tablet server could connect to any of the masters, it will be able to proceed.
