[Platform][Alerts] Upgrade node_exporter to a newer version

Platform uses a really old version of node_exporter 0.13.0. We should move to a newer version (1.1.2 is current). Please note that some of the metrics names have changed between 0.13.0 and 1.1.2.

I believe I tried this once, looooong time back, there were at least some disk metrics, that we use in our dashboards, that were broken -- and TBD on how we'd handle that in a backwards compatible way.

hi @bmatican - I got similar feedback from @iSignal. Agree, this will not be a straightforward upgrade.
