[Platform] Restrict access control to the High Availability, Platform logs to SuperAdmin #8854

Currently, the Admin user also has access to the Platform level entities such as High availability configurations, Platform level logs etc. We should be restricting these entities only to the SuperAdmin as these are not customer level configurations. Rather, their scope is that of the Platform which is broader than the customer.
