Release 21.7.15.0 default home directory default broken #227

When upgrading or installing afresh a previous version of ArchWSL with Release 21.7.15.0, the default home directory becomes \Windows\System32. I'm running a fully patched Windows 10 system with WSL configure to default to version 2 for new installations.

I upgraded from 20.11.25.0 and also did a fresh installation, with the same results. If I reinstall 20.11.25.0 I have the expecter behavior for an unconfigured system, defaulting to root's home directory.
