(Bug report) 0.48 beta: invisible tooltip covers buttons after closing pane

Expected Behavior

After closing a pane, the tooltip should be fully removed and not cover any buttons.

Actual Behavior

After closing a pane, the "Close this pane" tooltip remains in the DOM, but is invisible, which prevents being able to click on the Note Revisions and menu buttons underneath it:

When opening the dev console, the tooltip moves and covers the main menu button instead:
