User can generate reports with custom timeframe

As a member of an agile team, I want to be able to generate reports with a custom start and end date, so that I can track the effects of my releases on my SLO's for the length of time that I see fit.

Acceptance Criteria

• I should be able to indicate DD:MM HH:MM for the start date of the report
• I should be able to indicate DD:MM HH:MM for the end date of the report
• Generated report should cover those dates and times
• I should be able to generate a report with a length as long as 90 days (should not time out)
