Packaged full scan should disable ignored rules

Could also apply to the baseline scan, but thats less of an issue with passive scanning. For active scanning it can make a big difference to the time taken.

Just started looking at this and it appears that the code already does this: https://github.com/zaproxy/zaproxy/blob/develop/docker/zap-full-scan.py#L342-L348
