Tech Detection alerts

Is your feature request related to a problem? Please describe.

Allow users to opt into Informational alerts for technology detection.

(Even better let the user select the "Risk" similar to the Access Control add-on.)

Describe the solution you'd like

Users should be able to have the Technology Detection add-on create Alerts for the identified technologies.

This should/could also leverage the Kb to prevent duplication of Alerts across the target.
