Would require re-implementing gifts as debits against the month's chore balance, vs a deduction from a specific claim.

Would require updating the ChoreClaim table to remove the check against a negative value, and the requirement for a pollId.

Will also allow for a simplification of the logic in resolveChoreClaim which in retrospect was a bit dumb.
