Update c-blosc (v1) to 1.21.5

• Update c-blosc v1 to 1.21.5
• Fix Upgrade to ZSTD 1.5.5 due to potential corruption  #429 (upgrades Zstandard to 1.5.5)
• Compiles assembly files for x86_64 (.S files)
• Does not include minizip directory and thus does not confuse Python 3.8 header.

TODO:

• Unit tests and/or doctests in docstrings
• Tests pass locally
• Docstrings and API docs for any new/modified user-facing classes and functions
• Changes documented in docs/release.rst
• Docs build locally
• GitHub Actions CI passes
• Test coverage to 100% (Codecov passes)

I added a period and did not skip CI this time. All tests pass. Let's upgrade Blosc1! It's been three years...
