#5704 is about warning that in general the wallet.dat needs to be backed up as well as the emergency recovery phrase. This issue is about relaxing that warning when we know that backing up the recovery phrase is sufficient (specifically, when all keys that z_exportwallet exports are derived from a seed that can be derived from the recovery phrase).
