bitcoin-core/secp256k1@bdf3900 brings us in line with bitcoin/bitcoin#27230.

This is blocked on either a secp256k1 crate release that migrates to libsecp256k1 0.3.0 (and then an hdwallet crate release to use it), or us ensuring that secp256k1 0.26 is compatible with libsecp256k1 0.3.0 (which breaks ABI compatibility but might retain API compatibility?).
