在特殊情况下, loadbalancer创建后不会生效. #388

创建loadbalancer类型的svc时, 连续创建两个相同的vip和port的loadbalancer (会导致radware配置pending.),
再创建一个正常的loadbalancer,

结果:
radware配置pending之后, 后面创建的loadbalancer不会生效.
