Agora updates to upstream Prysm release version v4.0.5

Validator rewards updated to follow the Bosagora white paper which specifies that total allocated rewards for Validators is 7 BOA Coins per 5 seconds for the first year of rewards. The allocation then decreases by 1.347% for each subsequent year.
