Problems building toolchain on Ubuntu 13.10 (texinfo 5 issue) #4

The default texinfo on Ubuntu 13.10 is texinfo 5 which toolchain is not built for (in particular binutils). In order to build on 13.10, texinfo 4.13 needs to be downloaded from http://mirrors.kernel.org/ubuntu/pool/main/t/texinfo/texinfo_4.13a.dfsg.1-8ubuntu2_amd64.deb and then used.
