Automatically submit PR on usage update

Every single time a commit is merged into master/main it'd be nice if a pipeline could check if the ## Usage field actually matches whatever the diginet-scraper CLI actually returns.

If the result doesn't match the pipeline would then submit a PR with the updated README. If a PR exists with the required changes the pipeline would do nothing.
