Mark dsl_livelist_should_disable() static

Motivation and Context

This function is not used outside of dsl_dataset.c, but its lack of a prototype causes a compiler warning. Marking it static resolves this issue, and limits the scope of this function.

How Has This Been Tested?

Build tests with warnings-as-errors no longer trip on this function
